Office of Asst Supt RF&AL New Kent Co New Kent CH Va August 18th 66 Gen SL Armstrong Supt 5th Dist of Va Fort Monroe Va Sir I have the honor to submit the following report pursuent to Circular No 23 dated Bureau RF&AL Hd Qrs Asst Comr of Va Richmond Va July 18th /66 The only point in the county at which the establishment of a school is practicable is at Barhamsville at the lower extremity; at this point there could probably be assembled twenty five day scholars during the fall and winter months. There are no public lands or buildings that could be used for school purposes, but a lot could be rented on which to build, at moderate rates, and a house of pine boards, thirty feet by twenty feet with desks and benches, complete, could be erected at a cost of between four and five hundred dollars.
