Sir-
I have the honor to make the following response in obedience with Cir No. 23 Hd. Qrs. Asst. Comr. State of Va. in regard to the location where it is practicable and desirable to establish schools for the Freedmen in this sub District.- I do not think it would be practicable, at present, to establish more than three schools in such County.

The localities most desirable for these schools are "Hookemfure" "Horn harbor" and "Whites Nick" in Mathews Co: and in Gloucester Co. "Hickory Fork" "Edge Hill" and "Scuffletown." The probable No. of day scholars would be from sixty to one hundred for each school. There are no buildings private, or public that could be obtained for these schools consequently new buildings would have
