In reply to your communication of date the 20th Ult., directing my "early attention to report called for by Circular No 23 C.S. Hd. Qts Asst. Com State of Va dated July 18th 1866", which had not been received at your Offices.  I have the honor to state, First, that on my arrival at this place, on the 17th August last, I found that nothing had, apparently, been attempted as required by said Order.  Second, than since that date I have been almost incessantly employed; principally in making the Registry indicated by Par. I., Circular No. 11, C.S. Hd. Qts. Asst. Com State of Va., which had not either been commenced when I got here.  Nevertheless, I have faithfully devoted every available opportunity to the question of the Schools; and in doing this, I early discovered that no possible aid, and but little of no moral support can ever be hoped for from the Whites of the County.  It is a lamentable fact, that the ignorance among that class is very great; and the argument is -- "Do you think that while we are totally unable to give our own children the education we might desire to, and, having been robbed of nearly all we possessed, are hardly able to support them and ourselves, that we can contribute anything towards the educating of the Negroes?"  But there seems to me
