Teachers will be required from abroad for all the schools in this 8th Dist Va, as the freedpeople are incompetent to take charge of schools, inconsequence of deficiency in their education, colored teachers would be prefferable as white teachers would find it very difficult to get board except with colored people, the sentiment of the public generally throughout the 8th Dist of Va is not opposed
