General.
Under Circular No 5 War Dept Bureau of Refugees Freedmen & Abandoned Lands Washington D.C. of date Feby 20, 1867. I have the honor to report,
1st there is not a colored school in operation within the limits of this Sub Dist. There was one here (Laurencevill) in the early part of last year, but the teacher was persecuted till actually compelled to leave. I think, however, that the bitter prejudice against educating freedmen has somewhat abated in the Sub District.
II It is very desirable that there should be schools opened at the county seat of both counties comprising this Sub Dist. to wit: at Hicksford, Greenvill Co, & Laurencevill Brunswick Co. There are at least one hundred children between the ages of six & twenty-one to attend each school.
III Moderation to this number, by having evening or night schools, the adult freedmen could attend & be greatly improved.
