General;
In accordance with Circular No. 5 C.S. from the office of the Commissioner, I have visited the Schools now in operation in my subdistrict; observed plans of conducting them; gathered information as to places now destitute of them; and ascertained what now can be done for the improvement of adult freedmen.

This report has been long delayed owing to my desire to visit personally every school in my sub-district: to accomplish this I have travelled nearly five hundred miles by land.

The teachers have everywhere shown a desire to report promptly on the blanks furnished by the General Superintendent of Schools for this Bureau.  The few colored teachers are unable, with one exception, to make the required report properly.
