General

I have the honor to make the following report in abeyance to Circular No 5, dated War Dep't B.R.F. & A.L. Washington D.C. Febry 20th 1867.

There are at present no schools, in my Sub Dist which Freedmen attend.

There should be at least three schools in each of the two counties, I am Ass't Sup't of.

The Freedmen met at my suggestion last Fall at three different localities, in each of these two counties, and done their best to create Schools. but the Whites declared that should White teachers come from the north or form anywhere to teach
