General;

I have the honor to forward, through the Office Sub Asst. Commr. 6th Dist. Va., the following report in compliance with Circular No. 5, dated War Dept. Bur. R. F. & A. L. Washington D.C. Feby 20, 1867.

There are but two schools for Freedmen now in operation in this Sub District and they are conducted by the Freedmen with one white teacher and one black.  the one taught by a Freedman is located at Tappahannock, the one taught by the white man is located at Centre Cross, both in Essex Co. Va.; there are about forty pupils to the two schools.

There are localities in this Sub District where ten or twelve schools could be opened with at least forty pupils between the ages of six and twenty-one years to
