General
In compliance with Circular No 5 W.D. B R F & A.L. Feb 20th 1867. I have the honor to report, that there are no schools in this Sub District, and that the want of them is greatly felt by the Freedmen,

At Bowling Green, from 95 to 100 scholars from 6 to 20 years of age would embrace the opportunity of attending.

At Port Royal, and in the vicinity of Needwood, at least a similar number would attend, if schools existed.

The Citizens generally, highly approve of schools being established. I have frequently spoken to the different Clergymen, they all express their wish that schools should be established, I really believe that no obstacle would be thrown in the way, The sentiment against schools is dying away, it only existed in the minds of the most ignorant,

The present time - in the hurry of attending to farms &c is the time least propitious, every one that can handle a hoe or a plough, are very busy, but even at present there are plenty of Children who would attend.

If an Evening School could be established at those places, the Adult Freedmen would attend,
