General I have the honor in compliance with Circular No 17. dated B of R F and AL Dist of Va Richmond Va Dec 20th 1867 to inform you that owing to the large amount of unfinished business left by Capt Shawn that I was unable to visit only the Schools at Fincastle Botetourt and at this place, the School at Fincastle by the name 1st Cold School of Botetourt Co is in a very flourishing condition, and to much can be given to its teacher Mark R. Lloyd the discipline is excellent the Scholars clean and the school house inside and out kept in the best condition possible. The present term of the school commenced Oct 1st 1867 and will close June 1st  The average attendance yearly is 90 (including night school) about 2/5 males.
