Raleigh Feb 26th 1866 Respectfully referred to Comdg Officer Post of New Berne NC for full investigation & report whether the Q M's bill of sale for this mule was genuine or worthless. 
By Command of Maj Gen'l Ruger Jas H Anderson A A A Gen'l  New Berne NC March 25th 1866 Respectfully returned to the A A Genl Dept NC with report that the QM's bill of sale is evidently genuine & that it described correctly the mule in question the evidence goes to show that the property belongs to Mr Lay. Lieut Ellis forwards Lay's statement & enclosed bill of sale. Lieut Col Shaffer Comdg  Raleigh March 26th 1866 Respectfully returned to Col Shaffer Comdg Post of New Berne who will please call on justice Kelly for a full statement of this case. If he presumed to decide that the United States could not give a valid title to the animal he will be arrested.
