Charges and Specifications preferred against 1st Lieutenant John Swartz 30th Regt U.S. Colored Troops.

Charge 1st
Conduct prejudicial to good order and military discipline

Specification  In this that the sd Jno Swartz 1st Lieut 30th U.S.C.T. being at the time on duty as Asst Superintendent of the Bureau of Refugees Freedmen and Abandoned Lands for the counties of Bertie and Martin State of N.C. did go to Plymouth a town not in his district and there dispose of and receive pay for cotton and other products property of the U.S. Government, which was not under his control and for which Lt Amos G Tennant 28th Rgt Mich Vol was responsible. This at Plymouth N.C. on or about the 4th day of December 1865.

Charge 2d
Felonious Appropriation of public property to his own use.

Specification 1st.  In this that the said Jno Swartz 1st Lt 30th U.S.C.T. did sell to S.L. Pemnayer one bale of cotton property of the US Govt weighing about 500 lbs. receiving for the same One Hundred and ninety six 80/100 dollars, which sum he feloniously appropriated to his own use. At Plymouth N.C. on or about the 4th day of December 1865.
