I believe from statements made by Mr Hardison and others that there is a collusion on the part of Lt Swartz and Alfred Garrett by which this transaction was brought about

I hope my Dear sir that you will endeavor to make an example of this man for the good of the service for there is every reason to believe that the man intended to swindle the parties 

hoping that you will give this your earnest attention I have the honor to be
