Respectfully returned with the information that it is the duty of Supt. to see that Freedmen are honestly and fairly paid for all labor performed since the 22nd day of Feby. the day on which they became, in this state, legally free.

With the consequences of freedom to white persons, and the numerous nice questions of law that will arise, they have nothing to do. Whether Maj Wm Conard is to collect the full amount of the notes given him by S.W. Thompson is a question for the Civil Courts of Tennessee to determine. It is precisely similar to another question which has arisen: whether notes given for the purchase of a slave or slaves and not paid before the 22nd of Feby. are collectable? The Circuit Court in this city has decided that they are - that the slaves were bought at the risk of the purchaser, and that he must be the loser. But that is a question between white men to be determined by the civil courts and can have no possible effect upon the freedmen. They were made free and must be paid from the day of their emancipation.
