Endorsement on statements regarding the persecution of & threats against Jas. W. Powell, by the
"Stanleys and Ring".

Bureau Refugees Freedman and Aband Lands
Asst. Commissioner's Office.
Nashville, Tenn. April 26, 1867.

Respectfully referred to Major General George H. Thomas. Commanding Department of the Cumberland. I respectfully recommend that Mr. Powell be protected by Military authority from the persecutions of the parties named herein, by arresting them and compelling them to withdraw their suits against Mr. Powell. This entire prosecution against the Stanleys Ring & Co. was instituted and carried on by this Bureau.

The arrests were made by a detachment of soldiers acting under orders from proper authority. The parties were undoubtedly guilty of burning the house, but were sworn out by their sympathizers. The statement of Mr. Garner is known to be true in every particular and corresponds with the records of this office.

Mr. Powell is in all respects worthy of the protection of the Military powers, while the other parties are villains who ought to be in the States Prison.
