Respectfully forwarded.  I most earnestly recommend that that the request of Mr. Barnum be granted.

It has been generally understood among the colored people that the free Schools would open in this city the first of the coming year, and the result will be, that if the schools are not free, the attendance will be so small that the teachers who are now here, cannot all be employed.  I do not believe that the same amount of money can be expended by the Bureau in any other way with as beneficial results.

Church situated on Washington St., the Centenary Chapel, South St., and the Lincoln Chapel, Orleans St. all of the City of Memphis, and for Fifty (50), Seventy five (75) and One Hundred (100) dollars per month respectively, and for the month of January, 1868. only.  Mr. Barnum has been advised of the action of the Assistant Commissioner in this case.
