Respectfully referred to Maj. Genl. O.O. Howard Commissioner, with the information that the journeys referenced to were made under instructions from the Assistant Commissioner of the State of Tenn., and consisted of

inspections of the Offices of the Agents of the Bureau, and the Freedmen's Schools at the different stations, and were deemed necessary for the good of the service, synopsis of the journeys performed.
May 12, 1868 - Columbia, Pulaski and Spring Hill, Tenn Inspections of Bureau Offices and Freedmen's Schools 
May 12, 1868 - Memphis, Clarksville and Chattanooga, Tenn Same 
May 25, 1868 - Wilson and DeKalb Counties, Tenn. Same
June 9, 1868 - Johnsonville, Tenn. - investigating outrages and murders
June 25, 1868 - Marshall, Maury and Rutherford Co. Tenn. Investigating riot.
Also at this time this account was paid, neither the D.O. Bu. R.F. & A.L. nor this A.Q.M at this place were aware of any decision of the Comptroller defining Par. 1113, Rev. Ar. Reg. and as they had formerly paid Vouchers of the same nature, this account was deemed correct.
