With the prospect of your speedy retirement from the Military Service of the U.S. I am happy to say that during my association with you in the service you have always borne yourself with so proper and efficient a manner. I can and do heartily recommend you to Gen. Fisk as a gentleman and efficient officer and one well qualified for a position in the Freedmen's Bureau. I have been especially pleased to notice the lively interest you have always taken in the welfare of the men of your command & know from what I have seen that while you would do no injustice to any you would be sure to see that justice was done the Colored race.
