To the Chairman of the Wardens of the Poor for
New Haven County N.C

I have the honor to state that many poor white persons have lately called upon me for aid, and have informed me that the County and City Authorities positively refused to assist them. All of these people have resided in this City or County for many years and are entitled to relief from the appropriation for the poor. I have the honor to call attention to my former letters to the Wardens of the Poor, on this subject, to none of which I have received a reply. As I stated in a former letter, if the proper authorities will refer cases to me, stating
