that they are meritorious and deserving, and that the relief given them is for the purpose of preventing starvation or suffering, and that the County and City Authorities are unable to aid them, I will do all in my power to assist them. As the case now stands, the United States Government (Through the Freedmens Bureau) is supporting all your poor, and as I am accountable to my superior Officers for the issues of food made by me, I think that the least courtesy on your part would induce you to reply to my letter on this subject, and if you have any feeling for the poor people who are from long residence here, entitled to the benefit of the Poor House, and to relief from the appropriation for the poor, you will no doubt adopt the plan I have suggested, as I have determined that hereafter I will require such a certificate from the Wardens in the case of resident paupers.
