Your letter of the 12th is at hand, in reply I would say, That I am not acquainted with the particulars of this case, but I know that no children have been sent to homes in the north except by childs own desire.  and none have been sent without a guarantee that they would be well taken care of and receive a common School Education.  So you must have been misinformed on this point  I do not think it likely that you could have them returned here.

have been secured to break up the Government Dispensary located here I would inform you, that if the City authorities will establish a City Hospital I can obtain considerable assistance from the Government in the way of supplying it with Medicines.  I would most respectfully call your attention to the necessity of such an Institution.

I have the honor to request that I be authorized to make some disposition of the Hospital buildings here belonging to the Bureau. Either that the same be sold or that they be given to the city of Wilmington to be used as a city hospital. The buildings are fast going to ruin and unless something is done at an early day there will be nothing left to dispose of.
