| 1865 Septr. 16th | Petition of the citizens of Robeson County N.C. Lumberton N.C.  Petition of the citizens requesting the removal of Col. Jas. Sinclair the present Agent of the Bureau of Freedmen for said County for the reason that he is & has been obnoxious to the people |   |

| Sept. 19th | Stallings J.N. Capt. Police Hd. Qrs. Duplin Court by Police Kenansville N.C. Requesting that a good and discreet Officer be sent to said county to decide in all cases of dispute between the Freedmen & whites as to what proportions of the crops &c they are entitled to when worked by them. | Answered by mail Sept. 21st |

Hd Qrs Southern Dist of N.C. Wilmington N.C. Oct. 6th 1865.  Forwarded to Col. E. Whittlesey Asst. Commissioner State of N.C. who returns the same stating that the Bureau has no power to lay a tax the people must learn that is their duty to pay their own Doctors bills. |
