Reports that the Provost Marshall has taken cognizance of a matter in which "Freedmen is interested" | Hd Qrs District of Wilmington Wilmington N.C. Oct. 13th 1865. Refered to Capt Cutler Provost Marshall of the District for immediate report. This paper to be returned.  The provost Marshall attention is also called to the fact that cases where Freedmen are interested belong to the jurisdiction of the Freedmens Bureau & he is directed not to interfere with matters of this character unless so requested by the proper officers of that Bureau.
