J Wickersham Brev't Maj & Supt  In answer to a communication from the Asst Comm'r relative to the sale of two Freedman he replies that he had already taken steps to investigate the case & found that the negroes upon being convicted of larceny & sentenced to be whipped requested to be bound out for a time sufficient to pay the debt, and that the court under an old law applying to free persons of color so bound thence asks whether sentence of whipping may be carried out, it applies to white & black. States that Capt Bassler & Lt. McQuigg have reported & been assigned one to Lumberton and the other to Columbus | Bureau Refugees Freedmen Hd Qrs Asst Commissioner Raleigh N.C. Jany 2nd 1866  Respectfully returned to the Supt of the Southern District  Whipping and letting or binding to servitude are regarded as parts of the old slave codes & will not be allowed.
