The encloses papers are respectfully returned to M. London. Eqr. Attorney for Joshua Moore and others. As this case involves the title to Real Estate, I decline to interfere in the matter. If as is stated in the within petition the petitioners cannot obtain a hearing in any Court of Law or Equity in N.C. I would suggest that is a proper case to come before the U.S. Courts under the Civil Rights Bill. I do not believe that any officer acting under the authority of the Bureau R F & A L. has power to clone writs of ejectment or to decide questions of title to Real Estate.

Respectfully returned to Capt Foster Asst. Supt. The boy "Joe" was brought before me and stated that he was 19 yrs of age and was not an orphan his mother being now in Savannah Geo. In my opinion the boy is at least 19 years of age. I find in examination that this same boy (Joe) was at his own request bound by me to Mr Bailey of this City - ten day since. In regard to the boy Charley I am unable to obtain any information of his whereabouts
