Requesting the return of a boy named "Joe" who was apprenticed to him by an officer of the Bureau. Joe is now living with Mr. Bailey, the proprietor of Hotel in Wilmington.

This paper is returned to Capt. Foster who will immediately investigate the case and report what the boy "Joe's age is, as he says he is 19 years old, and that his mother is now living near Savannah, Ga. If this be so, no authority to bind him as an apprentice existed and the articles of apprenticeship are void.

Communication to the Mayor of Wilmington N.C. complaining of Injustice done David Waters (a freedman) in his court.

City of Wilmington
18th May, 1866.

Returned with following remarks, The Mayors Court is authorized by the Legislature of the State of N.C. all cases which come before same are judged fairly and impartially after hearing all testimony.
Freedmen are never denied the privilege of introducing testimony, without distinction of color, to the contrary are asked if they have any to introduce. 
The statement of the defendant is heard and a cross examination of witnesses made thereon, thusly enabling me to judge rightly.
In all cases coming before me, I shall pass judgement regardless of the advice or request of any person who gives it only a partial hearing.
