Rutherford Supt So Dist. with the remark that the Jury in the Co Courts of N.C. are herein charged by the Court In the argument for the prisoner by his council (J M. McDupper) the law was explained that "insolence from a negro was equivalent to a blow from a white man." and was not objected to by the State Attorney. Supt, Bu Education Refers to the inconvenience in not having proper transportation for the removal of rations, transporting [[pg19]] of material for building &c. and requests that a team and ambulance be furnished for the work thereby relieving to a great extent the expense which would incur without them Bu R F and A L, So. The expenses of transporting material &c for building and repairing school Houses, Orphan Asylums and Hospitals and transporting Rations, fuel and sick people are a proper charge against the Bu. fund, and as the use of the above mentioned transportation will be required by me nearly all the time during the ensuing winter. it would be a great saving of expense to have it provided, instead of paying for it peacemeal Allan Rutherford Lt. Recommends that rations be issued to the Depent freedmen of Cumberland Co. to prevent starvation, and calls attention to letter of W. T. Rhodes, Tres. of the Board of Warden of the Poor of Cumb Co. which states that it is impossible for the Co. Au. to provide for their poor col'd people - 1 En. Wilmington N.C. 3" October, 1866 Resply referred to the Asst Comr N.C.
