Reports case of Insane Woman (Col'd) who with her child is without care or protection & desires that they may be removed to the Asylum Wilmington N.C. 14th Nov. 1866 Respectfully returned. The same steps are necessary to get Insane Freedpeople into the Asylum as Resident Whites. viz- Get a Certificate of two Physicians of good standing that the person is Insane & should be cared for. Have then person brought before some Justice of the Peace who will be obliged to send the person to Insane Asylum at Raleigh according to State law. If he refuses the case should be reported to these Hd. Qr. Send a request for transportation to this City for admission to Orphan Asylum Allan Rutherford Lt. Col. V.R.C. Supt. So. Dist.
