Under present orders there is no authority in any office of this Bureau to cancel Indentures of Apprenticeship made by the Co. or Provisional Courts. In cases that may be reported to him where children have been improperly or unjustly bound by the courts, Maj. Foster will transmit a full statement of the case to these Hd. Foster Asst Supt In all cases of contracts for labor the parties should appear in person, have the contract read to them by an officer of this Bureau, and sign the same & express their understanding & willingness to abide by it & that it is made freely. No contract for the labor of minors should be made without the written consent of their parents endorsed thereon, except in cases where there is satisfactory evidence that the children are vagrants or that their parents have deserted them, or are paupers, and are rec'g aid from the County or Gov't. and in such cases the necessary Affidavits to establish such facts should be annexed to the contract or Indenture.
