5 as evidence that the matter had been adjusted in accordance with instructions received from Maj. C. I. Wickersham The defense here closed and the parties were notified that a decision would not be made in the matter until I could be presented for the examination of the Comdg Officer to whom is respectfully submitted the following Opinion Fourteen (14) persons all under the control of Abner were fed by Harper Williams during the year 1865 Of these Fourteen (14) only six (6) worked. It is considered a reasonable task for each farm hand to cultivate eight (8) acres. The whole amount cultivated by six (6) hands is twenty (20) acres which is three and a third (3 1/3) acres to a person showing a manifest indolence on the part of the laborers. With this view I have the honor to respectfully recommend that the Complaint be dismissed and Harper Williams be discharged from any further accountability to said Abner Williams farmer.
