I have the honor to call attention to the fact that the Captain of the Steamboat running between this City and Fayetteville refuses to receive Government Orders for Transportation 

The County of Bladen has been temporarily attached by my order to the Sub. Dist. of Fayetteville and it will be necessary for the Agent in charge to visit said county on public business. I would ask if he shall make out his account for actual expense of transportation, or if the Captain of the Boat can to compelled to receive the Government orders to furnish transportation
