I have the honor to report that I have investigated the Complaint of Causey Matthews referred by you to this office. I find that her children were bound by the Sampson County Court but soon after the indentures were cancelled by said court on account of illegality in the proceedings. After which Maj H.H. Foster Bound the children to the same parties. Sometime thereafter the Mother complained to him and he investigated the case and decided that the children should remain where they were, (The Mother of the children abandoned them and Messrs Matthews had to support them or turn them out to starve) which they did near one year before the children were bound. but the Mother finally married, and has been trying to get the children even since by making complaints to the Bureau, The children were
