Wm Walker has shown us the Ordinance of Feb 16th & the Affidavit.

We cannot think that the City has any right to confiscate any property - they can fine for violation of their ordinance to any extent but the portion of the ordinance directing sale names no time and is wholly inconsistent with the fine of ten dollars afterwards named unless indeed that is intended as an additional penalty. It seems to us that a sale of animals found at large can be made on the ground of collecting the fine & changes & should only b made after sufficient publication & time given the owner to learn the where abouts of and to redeem his property.
Is it not likely that the ten dollars fine refer to Cattle. The wording of the ordinance is not very clear.
