Sir:
I have received the copy of a letter dated Oct. 13th instant addressed to you by Genl. C. B. Fisk, Asst Com'r of the Bureau of Refugees &c &c for the State of Kentucky and Tennessee and forwarded by you to this Department in which he states that agents of the Treasury Department within his District assume authority to collect rents of tenants of Plantations under his control turned over as abandoned in July last in obedience to the Execution order of June 7th, and of tenants occupying buildings under leases from the Bureau.
In compliance with your request, instructions have been given to Jos. R. Dillen, Esq. Sup'g Spec'l Agent, by letter of this date, a copy of which is herewith enclosed, which it is believed will afford a remedy for the improper act of the agents.            (over)
