The attention of this Department has been called by the Commissioner of the Bureau Refugee Freedmen and Abandoned Lands,  to a communication addressed to him by Brig. Genl. C.B. Fisk, Asst. Com'r of the Bureau for the State of Kentucky, Tennessee and North Carolina, who states that Treasury Agents are assuming authority to collect rents of tenants of plantations under his control, leaned over as abandoned in July last in obedience to the Executive order of July 7th; and in some instances of tenants occupying buildings under leases from the Bureau; and that they claim to do this by authority of the Executive order of Sept 7th.

If, as it would appear by the statement of Genl, Fisk, the agents of the Department, within an
