By the records of your books you will find that some months ago upon the representation of F.B. Hancock to the War Department in regard to Henry Hancock Colored. The letter was one referred to you by the War Department and in answer to the communication you declared Henry Hancocks wife and children free persons- Since which time the said Hancock has gathered his wife & children around him & has been enjoying his freedom until about 20 days ago when J. [[Leland?]] the former owner of two of his sons
