CHINA-BOUND
Wendell L. Willkie, Honorary National Chairman of United China Relief, soon will confer with United China Relief representatives in Chungking. Mr. Willkie, who is on a semi-official mission which includes commissions from President Roosevelt, will visit Russia, the Near East, India and China. In Chungking, he will confer with Chinese officials and with Dwight Edwards, UCR Field Director in China.

ABOUT THE HONOR ROLL
News of United China Relief prints in this issue the names of chairmen throughout the country who have reached or exceeded their 1942 campaign quotas. Names of other chairmen who make the Honor Roll during the weeks to come will be printed in subsequent issues.

More Than 200 War Chests Aid China; 55 Pass Quotas
The National Budget Committee on War Appeals, of which Mr. Gerard Swope is chairman, has approved the United China Relief 1942 campaign goal of $7,000,000.
Prior to announcement of this approval, United China Relief had been included in more than 200 war chest and joint appeals throughout the country. Accepted war chest quotas now total in excess of $1,500,000 for United China Relief. In line with the committee's action, United China Relief now is endeavoring to obtain other war chest acceptances of their share of national UCR quota.
Already 55 war chests and joint campaigns in which UCR has been included have reached or exceeded their quotas. Following are

AMERICAN PEOPLE SUPPORT CHINA WITH GIFTS TO UCR
1942 Campaign Raises $5,005,880 Towards Minimum Goal of  $7,000,000

The United China Relief 1942 campaign entered September with $5,005,880 collected by or for it and its eight participating agencies towards the minimum goal for the year of $7,000,000. 
Of this amount $4,846,151.16 had actually been received at National Headquarters of United China Relief and its agencies. The remaining $159,729.41 consisted of funds for China relief in the hands of local China committees and war chests, not yet forwarded to National Headquarters.
Campaign results to date show that the American people this year have given and are giving a nationwide demonstration of their friendship and admiration for the Chinese people and of their eagerness to give China all possible aid in our common struggle. 
During the first eight months of 1942 their response to United China Relief's appeal made possible substantial progress both in raising funds and in carrying forward the work of relief and rehabilitation in China. 
Under the honorary Chairmanship of Mr. Wendell L. Willkie, the chairmanship of Mr. Paul G. Hoffman and the presidency of Mr. W. R. Herod, a country-wide organization of regional and community chairmen and committees was set up during the opening months of the year. Leading sales executives, loaned by a score of the nation's largest business corporations, served as regional chairmen throughout the United States, and devoted their full time for three months to the securing of chairmen, the setting up of committees, and the planning of campaigns. At national headquarters a strong executive organization was developed to service the campaign, to receive and account for all funds collected, and to administer these funds in carrying out the program of relief and rehabilitation throughout Free China. 
Each of the eight agencies participating in United China Relief cooperated loyally and efficiently both in the fund raising campaigns in America and in conducting the relief program in China.

WAR RELIEF CONTROL BOARD REGISTERS UCR

President Roosevelt's War Relief Control Board has notified Mr. W. R. Herod, President of United China Relief, of the registration of UCR under registry number 546. 
The Board was established on July 25, 1942, under executive order No. 9205, issues at the White House. It is authorized to control the collection and distribution of funds for the purpose of: "(1) charities for foreign and domestic relief, rehabilitation, reconstruction and welfare arising from war-created needs in the United States or in foreign countries, (2) refugee relief, (3) the relief of the civilian population of the United States affected by enemy action, or (4) the relief and welfare of the armed forces of the United States or of their dependents."
In order to exercise this control, the Board is authorized to register or license persons or agencies engaged in such activities, and to prescribe rules and regulations governing their activities.
