SHANGHAI RELIEF EXPERT
PREDICTS JAPAN'S COLLAPSE IN CHINA

Dr. John Earl Baker of Shanghai, one of the world's great authorities on transportation, irrigation, flood, famine, and refugee relief problems, predicted Japan's eventual collapse or withdrawal from China at a luncheon given yesterday (Tuesday, February 20th) by the Consul General of the Republic of China, Dr. Tsunechi Yu. The luncheon, held at the Port Arthur Restaurant on Mott Street, was in Dr. Baker's honor, because of his distinguished work as technical relief expert of the American Advisory Committee of Shanghai which allocates civilian relief funds sent to China by the Church Committee for China Relief, of 105 East 22 Street, New York, and by other China relief organizations.

"Come soon, come late, the invader will have to withdraw or collapse," Dr. Baker said. "That collapse, of course, will come sooner if those who are selling him supplies of war material cease to do so."

Describing China in the present war, Dr. Baker said, "There are no occupied areas in China -- only penetrated areas -- routes of invasion not wider than a cannon can shoot."

Democracy in China, Dr. Baker explained, was a fundamental characteristic which had developed over thousands of years of agricultural life. "Chinese communism," he said, "from 1927 to 1935 was experimental. From 1935 to 1940 Chinese communism has closely resembled the New England town meeting."

Dr. Baker continued: "Since momentum is the product of speed and mass of body, the progress of China since the fall of the Manchu Dynasty is, in every way, comparable with that of Japan since the fall of the Shogunate. When one considers the advances made in China during the five years immediately preceding the outbreak of hostilities in the fields of finance, communications, conservancy, public health, purchasing power by the agricultural population, and in unity and stability of government one is immediately assured of the real objectives of government in China.
