General,
We the undersigned, citizens of Overton County Tennessee would respectfully state that as yet there has been no Agent of the Bureau appointed in this County, that we feel greatly the want of such a person among us, in order to regulate labor; to secure to the laboring black man the fruits of his toil, and to protect the old and the helpless from outrages to which the envenomed spite of their Enemies would subject them.
The persons considered, we respectfully ask that John W. Hall, living in Livingstone the County Seat be appointed to act as Agent of the Bureau in this County. Mr. Hall is a man of unblemished character, both as a Unionist and as a worthy citizen and a pensioned soldier of the Mexican War. We earnestly request his appointment, and assure you that so selecting you will give great satisfaction to the law-abiding and true men of this County.
