before a military Board of Examiners, in New Orleans by Maj. Gen'l Hurlbut for promotion. I was recommended for the position of Lieut Colonel - Papers on file in the Adjutant General's office - but owing to the discontinuance of my Regiment, the 65th US.C. Inf which I was then Commanding at Morganza La. I was never mustered as of that grade.

If there is a vacancy in the Bureau in the States under your control, I desire to be informed, so that I can file with you recommendations for the position. I have the testimonials of many Generals, under whom I have served, which I think will be satisfactory to you. I can also refer you to General Howard, with whom I am personally acquainted.

I beg to state that I have had considerable experience in Courts Martials; that my profession is that of the Law, and that I have a knowledge of the want of the Freedmen. These must be of service in the Bureau.
