My Dear General
Under a resolution of the house Genl. Howard reports to that body outrages &c
He is having a copy of my report & abstracts made which will be remitted to Congress Monday & printed & I will make arrangements with the prominent Press reporters to have copies sent for publication
This is Genl. Howards suggestion or rather disposition of the matter
There is not the least idea of removing the Bureau from Kentucky. If after a month or two you think you need my services upon some special measures write me & perhaps I may respond
I find in conversing with Union men that the North is firm as
