Rebel have entire confidence and we think that inasmuch as your department placed the said Steagal in a position to exercise arbitrary power, and that he has abused that power that he ought to be held responsible to your department for the manner in which he performed instructions and the undersigned respectfully sugests that you will instruct the successor of the said Steagall to investigate charges against the said Steagall and if found guilty of extortion that he may be compelled to refund it
