In response to your letter of August 6, 1939, you are informed as follows: 

Your relative standing is #39 Region 1.

Relative standing is subject to variation by the addition to the register of names of new eligibles with higher grades, by restoration to the register of those of eligibles previously not available, by the appointment or declination of those with higher ratings, by the granting of military preference after the register has been established, by the addition to the register of the names of disabled veterans who have qualified through quarterly reopened examinations, and by other changes. 

In making certification to fill vacancies at places on or near the border line of another State, equal consideration will be given to eligibles within the adjoining State who reside within the vicinity of the place where the vacancy exists, if the establishment in which the vacancy exists serves both States. (Otherwise, preference in certification will be given to eligibles who live in the State in which the vacancy exists.) This procedure may, of course, affect the relative standing as shown above. 

Your prospects of certification are uncertain at present. 

The Commission ordinarily has no knowledge of the occurrence of vacancies until officially requested to certify eligibles in filling them.  A department may leave a position vacant or it may be filled through promotion, reinstatement, or transfer, or by certification from the reemployment list of persons furloughed or dropped because of reduction of force, or by certification from a competitive register.  In certifying from eligible lists, the names of eligibles on the reemployment list take precedence over those on the competitive register.  The number of vacancies that will be filled from the competitive register on which your name appears cannot, therefore, be predicted.
