Regional Circular 1 C-33

To prevent the furnishing of radio direction finding aid to the enemy, the following plan will apply in the even of air raids in or immediately adjacent to the First Region. 

Air raid warning requiring shut-down or intermittent operation of First Region C.A.A. radio transmitters may originate in any of the Army Information Centers. These are located in Boston, New York, Philadelphia and Norfolk. Each Army Information Center has a C.A.A. Liaison Officer on duty who will immediately notify the C.A.A. Liaison Officer in the New York Army Information Center or the Airway Traffic Control Center in New York when an air raid is expected. The latter, after estimating the air traffic situation if time permits, passes the air raid warning to the Airway Communication Station LG, New York. The transmitter shut-down order will reach you (First Region C.A.A. Airway Communication Stations) by teletype transmission to every teletype circuit entering New York or by relay of the shut-down order by the Washington station to Circuits 5, 10, 21, 31 and 52. 

The New York station, immediately upon receipt of the air raid warning from New York Airway Traffic Control Center, will transmit the following to all teletype circuits: 
SSS Air Raid Warning. First Region Shut Down 
Radio TSMTRS According to Plan (date-time group_

If no repetitions of fill-ins are requested in 30 seconds the New York ststion will transmit: 
CQ DE LG
SSS Cleared Resume Traffic

Immediately upon request of the SSS Air Raid Warning all stations in the First Region except Syracuse, Rochester, Buffalo, Erie, Mercer, Pittsburgh, Buckstown, Cove Valley, Charleston, and Roanoke, will transmit the broadcast attention signal, where installed, and broadcast the following information utilizing usual broadcast procedure: 
Air Raid Warning Received. We Will Be Off The Air
Until Further Notice. All Aircraft Land at the
Nearest Usable Landing Field. Air Carrier Aircraft 
Will Follow the Instructions of Their Companies
