Dear Member:

The last time I wrote to all members was on October 15, 1942.  Much water has flown over the dam since that time, and I shall try to bring you up to date.

INCOME TAX

First, let's discuss briefly the matter of income tax.  It has been the custom of the Air Line Pilots Association along about the first of each year to secure and send to all of its members a booklet on income tax.  Obviously, because of the rather numerous changes in the federal income tax laws as they affect the 1943 tax payers, it is more important than ever to inform our members of what the current situation is relating to the payment of their income tax.  We have, however, held up sending you the 1943 booklet, "How to Prepare your Personal Income Tax Return," for the reason that the income tax situation is pretty much in a state of uncertainty.

We hear much about the Ruml "pay as you go plan" and various other plans, but all this seems to amount to is much talk and little action.  I have just returned from Washington where I spent several days, February 8, 9, and 10.  The Ways and Means Committees of both houses of Congress appear to be working night and day in an effort to untangle the maze of income tax payment proposals that have been made and to come out with something that is practicable, workable, and which will not result in the loos of much needed revenue to the government, especially during time of war.

Much more could be said on the subject, but my guess is that we will finally pay our 1942 taxes in accordance with current laws, all of which are described in the attached booklet.

There is some possibility that we may pay our income taxes on the same basis in 1943 as we did in 1942, and that the increase will be taken care of by some sort of pay-as-you-go plan, which will be in addition to the taxes we will pay on or before March 15 of this year.  In other words, the plan that seems to be receiving the greatest support in Washington at the moment is to pay the income tax for 1942 on the same basis as we did for 1941, and then bring the entire payment of income tax matter up to date by salary deductions made from 1943 salaries.
