be creditable only if the individual served as a pilot in the same year or the year preceding that in which he entered military service. This has always been the provision under the Railroad Retirement Act. 

I am enclosing a letter to Captain Thornton in which I have answered his second question as if the military service provision were changed as I have just outlined and as in the revised draft bill, also enclosed. If you and Clayton and Mike are in agreement with this suggestion, the letter can go forward; otherwise it will have to be modified in accordance with whatever treatment you think would be appropriate for military service.

I am sending copies of the letters and the new draft bill to Clayton and Mike and suggest you clear with each other as to the disposition of the matter.

I am sorry to hear that you have been sick and hope that you are fully recovered by the time you get this.
