Dear Mr. Shugrue:

In accordance with our conversation of a week before last, I have prepared a very brief memorandum on the Air Line Pilots proposal for the creation of a pilots retirement system, modeled along the lines of the Railroad Retirement Act. I shall leave it to your judgement how this should be used and I should be very happy to have any suggest-ions about it which may occur to you. I shall be very glad to come over and talk with you at your convenience and to see Senator Ives at such time as you think appropriate.
