Dear Mr. Marcum:

I have your wire of January 21 which contains the following:

"INDICATIONS ARE THAT SEVERAL PORTIONS PENSION PLAN VERY CONTROVERSIAL.  COUNCIL 56 VOTE WILL BE DELAYED UNTIL FEBRUARY 11 AFTER FULL DISCUSSION. BELIEVE NO ACTION SHOULD BE TAKEN UNTIL COMPLETE SURVEY PILOTS REACTION OBTAINED."

Indications are that we will not be able to complete the pension bill in its absolutely final form until March 1st. It appears as if there is some remaining statistical data required to complete the covering presentation of the measure. When legislation of this character is introduced, it must be accompanied by a full explanation, including all statistics, etc. This will permit your council sufficient time to submit any additional comments or suggestions you might have.

In view of the technical nature of this bill, I strongly suggest that you list the questions that have arisen and have them answered by the drafter of the measure, Mr. Murray W. Latimer. His address is 1625 "K" Street, NW, Washington, 6, D.C. (Corrected address).

We have had numerous complaints about the measure, but none have endured after it was explained.
