Dear Mr. Stiles:

I have your letter of March 31, which further explains the bills submitted by Mr. Latimer. We will check with our records to see that everything is in order.

The way the matter now stands, the Executive Board will no doubt, go over the retirement problem. After that, we will have a better idea of how things stand. 

I think Mr. Latimer is a fine man and capable, but my experience with him has been that he doesn't have any qualms about bills. One of the Brotherhood Chiefs told me some time ago that Latimer was sky-high in his charges. A thousand dollars for a week's service is really laying it on, and for a small organiza-tion like ours! If we had 150,000 members like certain of the brotherhoods, it would be a different matter. When this matter reaches the category of being sponsored on Capitol Hill, we can use him as an expert witness to testify before the committees, but to have a man lobbying in Washington for a thousand dollars a week is something that our financial program will not stand. 

We are operating under a heavy financial load and great care must be exercised or we're not going to come out.
