In addition, both Air Express Division Tariff No. 9, C.A.B. No. 64, filed by Railway Express Agency and Official Airfreight Rules Tariff No. 1, C.A.B. No. 1, filed by Agent Emery F. Johnson were amended, effective January 1 and 5, 1948 respectively, stating that United Air Lines, Inc. will accept live animals, except chicks, ducklings, and poults, for transportation on cargoliners only. 

The Board can require changes in the existing rules, regulations and practices of air lines only upon a finding, after notice and hearing, that they are unjust or unreasonable or otherwise in violation of the Civil Aeronautics Act. 

While it appears that the air lines may have been lax in the strict observance of their applicable tariff rules in the past, this matter has been called to their attention and we believe that harmless reptiles will be handled in the future in a manner which will insure safety to crews and passengers alike.
